The Indian Head Cent with that design was struck from 1859 until 1909, and replicas of those sell for around $3 each. It appears as if your item was perhaps intended to be used with a genuine coin placed in the cavity as a trick two-headed coin, or perhaps with a wave of the hand the coin changes from a Lincoln head cent to an Indian head cent. I have never seen one like it, and I would have no idea of the value.
